Burgergemeinde
Negotiations concerning the split of Arosa and Davos in 1851 created problems in regards to the regulations of the civil and poverty rights. Finally it was agreed that the six Arosa resident families Mettier, Jenny, Marugg, Hold, Meng and Brunold can apply for the Arosa as well as the Davos civil rights. However, people who became members of the Burgermeinde after 1851 can only exercise the Arosa civil rights.
During the first years of the Burgergemeinde the organization was not very well structured. The first registered mayor was only noted in 1886. According to the regulations of the canton municipality law, the Burgergemeinde decides on acquisitions of citizenships and manages its territories. As the owner of the Arosa Alp and the Arosa Forest, the Burgergemeinde is the biggest land owner of the political community Arosa.
Authorities of the Burgergemeinde are the citizen council, the mayor and two councilors. In 2006 the Burgergemeinde recorded 265 resident citizens.
